Clery Safety Act Geography

Appalachian State University Campuses

Appalachian State University categorizes crime statistics based on its Clery Safety Act geographic location requirements.

Main Campus

Boone

This is the central hub for academic buildings, residence halls, administrative offices, and student services. It facilitates student activities, security and emergency response.

Separate Campuses

Leon Levine Hall of Health Sciences

The Leon Levine Hall of Health Sciences is classified as a separate campus due to its distinct academic focus on health sciences and its location apart from the main Boone campus. It supports programs in nursing, nutrition, social work and other health-related fields. Safety protocols and Clery Safety crime reporting at this campus are through the Appalachian State Police Department.

Hickory

The Hickory Campus expands access to higher education by offering additional academic programs and student services. As a separate campus, it operates independently in some aspects while maintaining a direct connection to Appalachian State's overarching security, safety policies and emergency management procedures. Safety protocols and Clery Safety crime reporting at this campus are managed through App State Police.

On-Campus Properties

On-Campus

This includes any building or property that Appalachian State University owns or controls, located within a reasonably contiguous area that supports our educational purposes. This also encompasses our residence halls.

Non-Campus Properties

These are properties owned or controlled by officially recognized student organizations or any other buildings owned or controlled by Appalachian State University that support our educational mission but are not in the immediate geographic vicinity of the campus.

Public Property

This includes all public areas such as streets, sidewalks and parking facilities that are either part of the campus or immediately adjacent and accessible to the three university campuses above.

Requirements for University-Sponsored Travel

Under the Clery Safety Act, Appalachian State University is required to report crimes occurring on university-owned or controlled properties, including certain off-campus locations used during university-sponsored student trips.

Student Travel Form Requirement

To comply with this requirement, a Student Travel Form must be completed for any university-sponsored off-campus travel that meets the following criteria:

  • Includes Appalachian State University students
  • Involves an overnight stay regularly used by students or multiple night stay used one or more times
  • The university maintains control over trip accommodations or academic spaces

What does "Controlled" mean under the Clery Act?

"Controlled" refers to any situation where there is a written agreement (formal or informal) directly between the university and the end provider for the use of the space. Examples of such agreements include:

  • Renting hotel rooms or leasing apartments
  • Arranging space in student housing facilities or academic buildings on another campus
  • Any written agreement, even if via email, for free-of-charge use of space

Spaces used under these agreements must directly support or relate to the university's educational purposes and be regularly used by students.

Responsibilities When Leading University-Sponsored Student Travel

University employees leading student travel are considered Campus Security Authorities (CSAs) and must report any Clery-reportable crimes they become aware of. CSAs should complete relevant training to understand their responsibilities. For more details, visit the Campus Security Authorities (CSAs) page.

Training

If traveling with students, all CSAs should complete the Campus Security Authority training in the Appalachian State University Workshops - "Safety Stewards: Clery Safety Act & CSA Training."
